Spend Overview

What this is. The Spend Overview page carrying the SAME new transaction-filter system as app.html (Concept C, the two-pane filter modal). It is NOT a clone of Transactions — it keeps the real differences of Spend Overview.

• Shared with Transactions: the icon-only funnel trigger (binary coral dot when any filter is on, no count), the two-pane modal (Options / Tags / Bank accounts / Entities), the visibility model (checkbox = visible, hide-wins for tags), the footer "save as my default" control, applied chips that read the short side, and the saved-default signature.
• Different on Spend Overview: NO export button and NO "+ Add transaction" link, so the applied chips sit in a slim reserved-height row that does not push the content. The date range persists across visits, but the saved filter default deliberately excludes it. The Budget Vs Actual toggle locks the entity dimension to Personal (SOR-9871), shown as disabled rows + a notice in the Entities pane. Search does not persist.
• Filtering really applies: the category table actuals, the bar-chart segment widths and the selected-category transaction list are all computed from ONE filtered transaction set, so unticking a tag / account / entity changes all three together.
